During 1991, when I entered South Central Railway as a PWI/Gr.III, I was finding PWI(LR) apart from a post of PWI/Special Works under each ADEN to cater the leave needs of section PWI. When no PWI is on leave, this LR PWIs used to assist the secton PWIs as per the instructions of ADEN depending on the work load in the section. Gradually, the posts of PWI(LR) were extinct. Today, it is next to impossible for an openline PWI to get single day leave. I would like to know whether the situation is same over other Railways or this is the fate of SCR alone ? Please comment and if the same spate is prevailing over other railways, raise the issue before appropriate corum.
