In my opinion the federation shall approach CAT/ High Court in the matter of affecting seniority of supervisory cadre especially SSE after implementation of recent railway Board Order RBE No. 53/2011 Comparison of grades of running staff with those of stationary staff for the purpose of promotion/selection to Group- B posts, which is contradictory to seniority rules and to R.B.E.No.:46/2010 ( Eligibility conditions for promotion from Group-C to Group-B) in which it is clearly mentioned that " In the integrated seniority of Group-C employees eligible for Group-B selections(70% quota), employees in PB-2 with GP 4600 will be placed above those in PB-2 with GP 4200. In either category, the relative seniority of employees coming from different streams will be determined with reference to length of non-fortuitous service in the scale of PB-2 + 4600 or PB-2 + 4200 as the case may be". Since the running staff with GP 4200 does not have non-fortuitous service
i.e. actual regular service in GP 4600 they can not become senior to SSE. The opportunity for 70% selection to Group-B comes to a SSE after a long wait which is now snatched away by other is highly ojectionable and proposed 15% up-gradation of SSE to Group_B post will also be snatched away by them if we keep silent and spectators to the things which are throwing us out of track. |
